Philip was once a researcher for Sutterlin - but when the building sealed, he went certifiably insane. The reasons are multiple, but the primary one is that he resorted to harvesting artificial organs for sustenance when the facility was sealed 18 months before your arrival. He kept watching the only entertainment on hand, the Knight-Kings, a Slovakian work, which certainly did not help his mental state.

Philip is insane - but he has his uses. You can shoot him, of course, but you can also play along and convince him that you're on a perilous quest into the Executive Wing. In return, he will give you Keycard B to open the doors to the domain of the Billy, the Great and Terrible.
Watch the surveillance feed and you can mention that the ending of the series exists. Blitz, if with you, will offer to download the finale for him. This will definitely distract poor Philip - and fill a void in his life. Once you unlock the executive sector and get him into the snack bar, you will have his eternal gratitude.
